South America seems to have been less prepared in domestic finance for the changes it was evident must take place in world trade than any other continental division. The peso suffered from the first shocks oi' the downward swing in the price of hides, wool, rubber, cotton and coffee--as if trade with the United States from 1915 to 1918 inclusive had produced no such credit balance as $980,600,000, or $537,700,000 for 1919 and 1920. South America has evidently drawn heavily, perhaps exhaustively, against its liquid credits here. But they have not been absorbed in flnancing here. Nor have they been used up in settlement of American trade bills. The United States has a trade balance of $55,493,000 against South America on nine months' current trad'e. It is novel but small. She was in position to draw against this country for most of the $370,000,121 commercial credit balance for the year ended June, 1920. Argentina, the Guianas, Peru, Uruguay and Venezuela in the past nine months bought more in value than they sold in value in American markets. All other South America still maintained an excess of sales. Argentina alone had an adverse balance of over $68,000,000. March trade, however, yielded an export balance to South America, in which every South American country shared except Argentina, Peru and Venezuela. Brazil in March sold us 35 per cent more than she bought from us, Argentina 29 per cent less.
